Rental Criteria and Qualification Standards
Effective for all rental properties managed by Redline Property Management, in accordance with Louisiana law.
To ensure a fair, consistent, and lawful leasing process, the following rental criteria must be met by all applicants. We comply with all Fair Housing and Equal Opportunity laws at the federal, state, and local levels.
Application Requirements
- A $55 non-refundable application fee applies to each applicant.
- All individuals 18 years of age or older who will reside in the unit must submit a separate application and be named as a leaseholder/lessee.
- All applicants must present a valid government-issued photo ID at the time of application.
Co-Signer / Guarantor Policy
- Co-signers are permitted only for:
- Full-time students, with proof of class schedule or transcript.
- Applicants age 65 or older.
- Co-signers must meet the same qualifications as lessees and demonstrate a verifiable income of at least 5 times the monthly rent.
Income and Employment Verification
- Combined gross income for all leaseholders must equal at least 3 times the monthly rent.
- Acceptable proof includes:
- Recent pay stubs (minimum: 3 if paid bi-weekly or monthly, 4 if paid weekly),
- Social Security or disability award letters,
- Or for self-employed individuals: 2 years of tax returns + recent bank statements.
- Applicants using a Housing Choice Voucher (Section 8) must demonstrate income equal to 3 times their portion of the rent not covered by the voucher. (Proof of voucher and award documentation is required.)
Rental History
- Applicants must provide 24 months of verifiable, positive rental history.
- No history of owing money to previous landlords or eviction filings in the past 7 years.
- If the applicant’s previous residence was a family-owned property or non-traditional housing arrangement, the applicant must provide:
- A signed letter from the property owner stating the duration of residence, payment terms, and rental behavior, or alternate documentation such as, utility bills in applicants name, and/or proof of contribution to household expenses.
Credit and Criminal Background Screening
- A credit report and criminal background check will be run for each applicant.
- Credit history must show a pattern of on-time payments with no active collections.
- Criminal convictions are reviewed on a case-by-case basis, considering the nature and severity of the offense, time since conviction, and relevance to tenancy.
- An applicant may share, in good faith, a statement of two hundred words or less explaining that the applicant has experienced financial hardship resulting from a state or federally declared disaster or emergency and how that hardship impacted the applicant’s credit, employment, or rental history.
Occupancy Limits
Occupancy is limited as follows:
- 1-bedroom: Max 2 occupants
- 2-bedroom: Max 4 occupants
- 3-bedroom: Max 6 occupants
- 4-bedroom: Max 8 occupants
- 5-bedroom: Max 10 occupants
Lease Terms and Rent Payment
- LA standard lease is typically 12 months, unless otherwise stated.
- Rent is due on the 1st day of each month.
- A late fee of $150 will apply after a 5-day grace period.
- All tenants are responsible for paying utilities, lawncare, and pest control services unless otherwise specified in the lease agreement.
Pets and Property Restrictions
- Tenants are allowed a maximum of two pets per property. A non-refundable fee of $300 will apply to the first pet and $150 for a second pet.
- No Exotic animals.
- No aggressive dog breeds. This includes but not limited to: Pit Bulls, Staffordshire Terriers, Rottweilers, Dobermans, Chows, Presa Canarios, Akitas, Alaskan Malamutes, Wolf-hybrids, German Shepherds, Cane Corsos, Bullmastiffs, Great Danes, and Huskies, or any mix of these breeds.
- Service animals and emotional support animals (ESAs) are not considered pets and are accepted in accordance with federal and state law. Proper documentation will be required where applicable under the Fair Housing Act or Americans with Disabilities Act (ADA).
- Pets are subject to owner’s final approval based on each individual property. Additional pet fees or deposits may apply.
- No aquariums, waterbeds, trampolines.
- Swimming pools exceeding 10 ft in length, 6 ft in width, or 18 inches in depth are strictly prohibited.
- All properties are Non-Smoking. Smoking of any kind is strictly prohibited anywhere inside the home.
Renter’s Insurance Requirement
- All tenants are required to maintain renter’s insurance with a minimum liability coverage of $100,000.
- Proof of coverage must be submitted before move-in and maintained throughout the lease term.
Security Deposit Policy (Louisiana Law)
- In accordance with Louisiana Revised Statute § 9:3251, security deposits will be returned within 30 days of lease termination and tenant’s move-out.
- Lawful deductions may be made for unpaid rent, damages beyond normal wear and tear, or other lease violations. An itemized list of deductions will be provided if applicable.
Application Processing
- Applications will be processed within 7 business days from receipt of all required documentation.
- Approval is based on income, rental history, creditworthiness, background check results, and property-specific factors.
False or Misleading Information
- The property manager and owners reserve the right to deny any application that contains false, misleading, or unverifiable information. This includes, but is not limited to, misrepresentation of income, employment, rental history, or identity. Submitting fake documents or providing false information will result in automatic disqualification.
- Application fees are non-refundable, including in cases where an application is denied for falsified or unverifiable information.
